Requires the Mississippi Department of Environmental Quality (MDEQ) to prepare a report assessing impacts of any state plan regulating carbon dioxide emissions from fossil fuel-fired electric generating units before submitting the plan to the EPA.

Report must evaluate effects on electricity affordability and generation diversity, potential plant retirements, stranded infrastructure investments, reliability risks, and projected retail price increases.

Report must also assess impacts on electricity consumers (especially low and middle-income households), state employment, economic development, competitiveness relative to neighboring states, and tax revenues.

MDEQ must provide the state plan and report to the Mississippi Legislature and allow opportunity for the Senate and House to hold hearings and provide recommendations before submitting to the EPA.

Takes effect July 1, 2015.
