Requires all state agencies beginning with fiscal year 2017 budget presentations to submit detailed reports listing all taxes, fines, and fees assessed or collected, including amounts assessed, amounts collected, legal authorization, assessment methods, collection methods, expenditures, fund transfers, and year-end balances.

Mandates the Legislative Budget Office publish all budget requests from state agencies, special-fund agencies, and general-fund agencies on its website beginning with fiscal year 2017, and requires each agency to publish its own budget request on its agency website.

Creates the Mississippi Fines Accountability and Transparency Task Force composed of 11 members including legislative committee chairs and designees, state auditor staff, and three nonlegislative appointees to review state agency fine collections and expenditures.

Directs the task force to study fine expenditures by state agencies, seek input from government and private entities, recommend transparency mechanisms, and submit findings and recommendations to the Legislature and Governor by December 31, 2015, then dissolve.

Takes effect July 1, 2015.
