Increases Mississippi Coast Coliseum Commission membership from five (5) to seven (7) members, with five (5) appointed by Harrison County Board of Supervisors members and two (2) appointed by consensus of elected municipal mayors in Harrison County.

Changes commission member terms to run concurrently with the elected officials who appoint them, allowing removal at the will and pleasure of the appointing authority, rather than fixed four-year terms.

Requires Harrison County Board of Supervisors approval of the commission's annual budget and any actions deviating from the approved budget regarding receipt or expenditure of funds.

Mandates the commission transfer Seven Million Dollars ($7,000,000.00) from the Mississippi Coast Coliseum and Convention Trust Fund to a special county account for capital improvements to the coliseum between February 16, 2016 and March 1, 2016.

Transfers authority to execute franchises, licenses, leases, and property sales from the commission to the Harrison County Board of Supervisors, with the commission providing recommendations subject to board approval.
