Amends Mississippi Code Section 11-27-47 to require entities building, constructing, or extending pipelines or appliances for conveying oil, gas, or carbon dioxide to first submit a declaration form to the State Oil and Gas Board indicating whether they intend to exercise eminent domain.

Entities that exercise eminent domain to build, construct, or extend such pipelines or appliances must operate them as common carriers as a condition of exercising that power.

Applies to projects on or after July 1, 2015, involving pipelines for oil, gas, carbon dioxide, or other gaseous substances used in secondary or tertiary recovery operations within Mississippi.

County boards of supervisors retain authority to regulate how such lines and appliances are constructed and maintained on county highways and bridges.

Takes effect July 1, 2015.
