Amends Section 25-15-15 of the Mississippi Code to prohibit the State and School Employees Health Insurance Management Board from imposing a premium surcharge or premium differential based on use or nonuse of tobacco-related products.

Applies the tobacco-related surcharge prohibition to all classes of participants in the State and School Employees Health Insurance Plan, including active employees, retirees, and dependents.

Takes effect July 1, 2015, and applies to both the current version of the statute and a revised version scheduled to take effect July 1, 2018.

Maintains all other existing provisions regarding state premium contributions, employee cost-sharing arrangements, and coverage for state employees, school district employees, library staff, and community/junior college employees.
