Requires the Mississippi Department of Environmental Quality to prepare a report assessing effects of any State Implementation Plan regulating carbon dioxide emissions from existing fossil fuel-fired electric utility generating units before submitting the plan to federal authorities under Section 111(d) of the Clean Air Act.

Report must evaluate impacts on the electric power sector including electricity affordability, generator retirements, stranded investments, reliability risks, and retail price increases; impacts on electricity consumers including disproportionate effects on low and middle-income households; and employment and economic development effects statewide.

Requires DEQ to provide the report to the Legislature and post it on the DEQ website, and allow at least 90 days for public comment.

DEQ must consult with chairs of appropriate legislative standing committees, provide them copies of all public comments, and publish a final notice summarizing comments, consultation results, and any changes made based on feedback.
