Prohibits establishment, operation, or maintenance of junkyards visible from scenic byways that constitute a nuisance, as determined by the Scenic Byways Advisory Committee and Mississippi Department of Transportation.

Requires junkyard owners to screen in nuisance junkyards using natural objects, plantings, fences, or other appropriate means to prevent visibility from scenic byways; owners must receive notice and opportunity for a hearing before screening requirement is imposed.

Authorizes the Department of Transportation to screen in nuisance junkyards on scenic byway right-of-way if feasible and without violating state or federal right-of-way laws.

Establishes a misdemeanor penalty of up to $1,000 fine for persons establishing a junkyard visible from a scenic byway that constitutes a nuisance; allows the Mississippi Transportation Commission to seek injunctive relief for nuisance abatement.

Amends Section 65-41-11 to authorize use of Scenic Byways Development and Maintenance Fund monies for screening in nuisance junkyards; effective July 1, 2015.
