Prohibits courts from sentencing inmates to Regimented Inmate Discipline (RID) programs after January 1, 2017, and requires the Department of Corrections to either continue operating RID for those previously sentenced or devise alternatives

Authorizes the Department of Corrections to implement evidence-based programs for inmates at Mississippi State Penitentiary, Central Mississippi Correctional Institution, South Mississippi Correctional Institution, and other state facilities, with emphasis on reducing recidivism

Removes references to RID programs from drug treatment program requirements at the Bolivar County Regional Facility and extends that pilot program's repeal date from July 3, 2015 to July 3, 2018

Eliminates RID program exceptions that previously allowed inmates access to personal electronics and weight lifting equipment in correctional facilities

Allows courts to impose evidence-based programs or pilot studies addressing offender risk factors as conditions for deferred sentencing, replacing the previous RID requirement
