Creates an 11-member Infant Mortality Reduction Collaborative to be administratively assigned to the State Department of Health, with membership including legislative leaders, state health officials, physicians, pharmaceutical and insurance representatives, and a hospital representative.

Designates the State Health Officer as chairman and requires the collaborative to meet quarterly with all meetings open to the public under the Open Meetings Act.

Requires the collaborative to annually make policy recommendations to the Legislature and regulatory recommendations to state agencies on four matters: ensuring access to hormonal supplements for preventing preterm deliveries, preconception health care access, reducing early elective deliveries, and developing perinatal regions of care.

Authorizes the collaborative to adopt bylaws, establish committees, apply for grants, and consult with experts and other states when developing recommendations.

Automatically repeals on July 1, 2017.
