Increases annual payments to the Municipal Fire Protection Fund from $4,850,000 to $6,000,000 and to the County Volunteer Fire Department Fund from $4,850,000 to $6,000,000, both funded from insurance premium taxes on fire insurance policies.

Creates a separate "Municipal Code Fund" of $250,000 annually within the Municipal Fire Protection Fund for training municipal personnel in building code adoption and compliance.

Creates a separate "County Code Fund" of $250,000 annually within the County Volunteer Fire Department Fund for training county personnel in building code adoption and compliance.

Specifies that both the Municipal Code Fund and County Code Fund shall be distributed as training and program grants through the Division of Fire Services Development, with guidelines and applications promulgated by the Department of Insurance.

Provides that unexpended monies in the code funds shall not lapse into the State General Fund but shall be returned to their respective funds for continued use in the prescribed services, effective July 1, 2015.
