Authorizes Mississippi legislature members to submit links to websites containing information supporting bills they introduce that establish or alter programs subject to performance-based budgeting or cost/benefit modeling.

Requires the Legislative PEER Committee staff to review submitted links within 14 days and categorize the information as "evidence based," "research based," "promising practice," or "best practice" based on nationally recognized research clearinghouses and compendium sources.

Directs the legislature's information technology staff to place approved links and their categorizations on the bill status website as an "Evidence-Based Assessment Note" on the bill's web page alongside bill text, history, and amendments.

Defines "intervention program" as a set of activities designed to achieve specific outcomes by affecting educational, economic, social, behavioral, and/or health status of state citizens.

Takes effect July 1, 2015.
