Establishes a statewide special election on the first Tuesday after the first Monday in November 2015 to allow voters to determine whether Mississippi will adopt a state minimum wage.

Proposes minimum wage of $7.25 per hour effective January 1, 2016, increasing to $8.25 per hour effective January 1, 2017, with annual adjustments based on the U.S. inflation rate.

Proposes minimum wage for tipped employees of $5.00 per hour effective January 1, 2016, increasing to $6.00 per hour on January 1, 2017, and $7.00 per hour on January 1, 2017, with subsequent annual inflation adjustments.

Requires individuals and political committees making contributions or expenditures exceeding $200 in support of or opposition to the proposition to file disclosure reports with the Secretary of State.

Directs the Secretary of State to provide ballots to county election commissioners and specifies that ballot printing costs are borne by the state while all other election administration costs are borne by individual counties.
