Requires the State Board of Education to adopt rules and regulations mandating all passengers and drivers wear seat belts on school buses equipped with seat belts.

Requires all school districts to equip existing school buses with properly designed seat belts during the 2015-2016 school year.

Requires any school buses purchased by school districts after July 1, 2015, to be equipped with seat belts at the time of purchase.

Mandates all new school buses purchased after July 1, 2015, that transport public school students in prekindergarten through grade 12 must be equipped with three-point lap/shoulder belts meeting federal motor vehicle safety standards.

Prohibits school bus drivers from being held personally liable for passengers' failure to wear required safety belts.
