Requires the Secretary of State to create rules and regulations allowing uniformed services voters to vote early for elections, special elections, and run-offs.

Reestablishes procedures for absent uniformed services and overseas voters to register and request absentee ballots using federal postcard applications under the Uniformed and Overseas Citizens Absentee Voting Act.

Requires absent voters registered via federal postcard application or Federal Write-In-Absentee Ballot to be registered at least 10 days prior to an election to be eligible to vote.

Mandates absent voters complete the declaration specified in the Uniformed and Overseas Citizens Absentee Voting Act upon receipt of absentee ballots.

Effective date: July 1, 2015.
