Amends Mississippi Code Section 23-15-513 to allow counties using paper ballots with more than 50,000 registered voters to opt out of state printing requirements for ballots and election supplies.

Counties exercising this option may disregard the requirement to print official ballots equal to at least 75% of registered voters eligible to vote in each primary or general election.

The opt-out provision is discretionary and applies only to county election officials in qualifying counties.

Effective date is July 1, 2015.
