Prohibits operating a motor vehicle while using a cellular telephone without hands-free accessories, defined as a device allowing the operator to speak without holding the phone.

Exempts calls made solely to E911 and calls made while the vehicle is parked from the prohibition.

First offense: fine not exceeding $150.

Second offense within three years: fine not exceeding $300.

Third or subsequent offense within three years: fine not exceeding $500, imprisonment for up to six months in county jail, and community service for at least ten days.
