Amends voter roll purging procedures for county election commissioners to remove names from the Statewide Elections Management System rather than manual registration and pollbooks.

Requires commissioners to record the name of each person removed from the voter roll and the reason for removal in meeting minutes.

Changes registrar duties to furnish the voter roll to commissioners instead of registration and pollbooks.

Maintains existing meeting schedules for commissioners to revise voter rolls (January, before primary elections, and before general elections).

Takes effect July 1, 2015.
