Requires poll managers to write "VOTED" next to a voter's name in the pollbook when the voter casts an affidavit ballot due to lack of photo identification.

Mandates registrars use the Statewide Election Management System to categorize affidavit ballots by reason cast and record the number counted and not counted in each category.

Requires county and municipal registrars to implement a secure free access system allowing voters who cast affidavit ballots to determine if their ballots were counted and the reasons if not counted.

Takes effect July 1, 2015.
