Changes the presidential preference primary election date from the second Tuesday in March to the first Tuesday in March in election years.

Modifies the date for the first primary election for congressmen and senators to align with the first Tuesday in March when a political party conducts a presidential preference primary.

Requires state executive committees of political parties to establish procedures for nominating delegates and delegate alternates to national nominating conventions at least 90 days prior to the first Tuesday in March in presidential election years.

Takes effect July 1, 2015.
