Establishes the "State of Mississippi Congressional and Legislative Redistricting Act" to govern redistricting of congressional and legislative districts following each decennial federal census.

Creates a temporary five-member Redistricting Advisory Commission by February 15 of years ending in one, with four members appointed by the Lieutenant Governor, Senate minority leader, House Speaker, and House minority leader, and a fifth member selected as chairperson by the other four members.

Requires the Legislative Services Office to deliver redistricting bills to the Legislature by December 31 of years ending in one with mandatory standards including nearly equal district populations (1% variance for congressional districts, 5% for state districts), contiguity, compactness, respect for political subdivision boundaries, and prohibition on partisan gerrymandering.

Mandates the Advisory Commission conduct at least three public hearings in different regions and submit a report within 14 days of the initial redistricting plan's delivery to the Legislature summarizing public input and testimony.

Repeals existing provisions for the Standing Joint Legislative Committee on Reapportionment and Standing Joint Congressional Redistricting Committee, effective July 1, 2015.
