Removes the requirement for resolution board members to complete election manager training under Section 23-15-239.

Requires resolution board members to complete training sessions of no more than three (3) hours on their duties to review, handle, and count damaged or defective ballots.

Mandates training be conducted by the county executive committee or commissioners of election at least five (5) days before each election.

Takes effect July 1, 2015.
