Creates the "Direct Primary Care Act of 2015" establishing a framework for direct primary care agreements between providers and patients that are explicitly not considered insurance products and exempt from state insurance department jurisdiction.

Direct primary care agreements must be written contracts specifying the scope of services, periodic fees, duration, automatic renewal terms, and prominently disclosing that the agreement is not health insurance and does not satisfy Affordable Care Act requirements.

Primary care providers offering direct primary care services cannot decline patients or discontinue care based solely on health status, but may refuse service if the practice is at capacity, the patient's condition exceeds the provider's capability, or for non-payment, fraud, non-compliance with treatment, abusiveness, practice closure, or therapeutic relationship breakdown.

Prohibits prepayment of direct primary care agreements and requires providers to refund unearned funds to patients upon discontinuation, though patients remain liable for services already rendered.

Providers and agents are not required to obtain insurance licenses or certificates of authority to market or sell direct primary care agreements, and the Act takes effect July 1, 2015.
