Removes requirement that motor vehicle owners be in compliance with mandatory liability insurance to receive vehicle registration or renewal by repealing Section 63-16-9.

Changes the motor vehicle insurance verification system installation deadline from July 1, 2013 to March 1, 2016, followed by a six-month testing period.

Limits insurance data file transfers to no more than every 30 days and specifies insurers cannot be required to provide data in formats other than those established by the Insurance Industry Committee on Motor Vehicle Administration.

Removes references to the Department of Revenue and county tax collectors from the verification system's administration, making it primarily the responsibility of the Department of Public Safety and Commissioner of Insurance.

Authorizes law enforcement officers to exercise discretion in issuing citations during the first 60 days after an insured obtains new temporary or renewal insurance if the verification system shows an expired policy.
