Establishes a program within the State Department of Education to provide funding to school districts for improvements to vocational and technical education programs.

Requires school districts seeking funds to submit written applications including the dollar amount requested, detailed description of improvements needed, justification with enrollment documentation, and evidence of program employment success.

Allows eligible improvements to include expanding facilities, upgrading or replacing equipment, purchasing new equipment for new skill training, teacher professional development in technology, and hiring additional vocational instructors.

Directs the State Board of Education to adopt rules and regulations governing the application process and criteria for funding decisions.

Makes the program subject to legislative appropriation of available State General Fund revenues not otherwise appropriated to the State Department of Education.
