Authorizes the Commission on College Accreditation to enter into and administer interstate reciprocity agreements allowing Mississippi higher education institutions and proprietary schools to offer postsecondary distance education across state lines

Grants the Commission authority to approve or disapprove institutional participation in reciprocity agreements and establish fees to cover administrative costs

Designates the Commission as the state point of contact for questions, complaints, and communications related to interstate distance education agreements

Explicitly prohibits the Commission from requiring institutions to participate in reciprocity agreements or from blocking non-participating institutions from offering distance education

Effective date of July 1, 2015
