Directs State Board of Education to adopt "Mississippi College and Career Readiness Standards" by July 1, 2016, voids all previously adopted educational standards including Common Core State Standards.

Requires State Board to contract with Southern Regional Education Board (SREB) to develop new standards aligned with national and international benchmarks while maintaining state sovereignty and student data protections.

Mandates immediate withdrawal from Partnership for Assessment of Readiness for College and Careers (PARCC) consortium; prohibits contracting with PARCC member entities for state assessments effective July 1, 2015.

Eliminates Subject Area Testing Program (SATP2) and PARCC testing requirements for student promotion and high school graduation starting school year 2017-2018, except for students who entered Grade 9 in 2014-2015 or earlier.

Prohibits collection and sharing of personally identifiable student data regarding religion, political affiliation, biometric information, or voting history, and bans data collection for commercial product development.
