Creates a 13-member Commission on the Future of Medicaid and Health Care in Mississippi, including legislators appointed by the Lieutenant Governor and Speaker of the House, the Governor's representative, and executives from the Division of Medicaid and State Department of Health

Directs the commission to study Medicaid quality of care, managed care effectiveness, eligibility adjustments, innovative payment models (such as accountable care organizations and patient-centered medical homes), and whether to establish a state-run health insurance exchange

Requires the commission to examine the State and School Employees Life and Health Insurance Plan, coordinate among health care providers including FQHCs and hospitals, and develop a statewide strategic health plan

Mandates monthly meetings beginning no later than July 1, 2015, with an initial report due to the Legislature and Governor by September 1, 2016, followed by annual reports each September 1

Repeals the Mississippi Health Policy Act of 1994 (Sections 41-95-1 through 41-95-7)
