Establishes a "Municipal And County Street Reconstruction Fund" in the State Treasury to be administered by the Mississippi Department of Transportation.

Fund shall consist of line item appropriations to the Mississippi Department of Transportation, federal or state grants, and public or private source monies, with accrued interest and year-end balances remaining in the fund.

Mississippi Department of Transportation must promulgate regulations including application procedures for municipalities and counties, objective funding award procedures, and qualification requirements.

Distributes monies to municipalities and counties that adopt ordinances, policies and procedures to construct or reconstruct streets and transportation facilities, based on project costs submitted to the Department of Transportation.

Effective July 1, 2015.
