Amends Section 19-3-41, Mississippi Code of 1972, to explicitly authorize county boards of supervisors to contract with collection agencies for disposal and collection of garbage, rubbish, and solid waste.

Allows counties to collect fees associated with garbage, rubbish, and solid waste disposal as delinquent payments, subject to the same collection limits as other county debts (up to 25% within Mississippi, 50% outside the state).

Requires counties to solicit and receive requests for proposals before entering into any contract for collection of garbage, rubbish, and solid waste disposal fees.

Maintains existing restrictions on collection of garbage disposal fees: if a county notifies the tax collector to prohibit motor vehicle road and bridge privilege license tags for delinquent payers, no additional collection fees beyond the delinquent amount may be collected.

Takes effect July 1, 2015.
