Establishes a "Local Municipal Youth Programs Fund" in the State Treasury to be administered by the Department of Public Safety.

Department of Public Safety shall promulgate regulations governing fund applications, grant awards, and related forms.

Fund shall consist of legislative appropriations, federal and state grants, and public or private donations, with interest and unspent balances remaining in the fund at fiscal year-end.

Provides grants to municipal governments implementing or funding programs that deliver prevention and intervention services for at-risk and delinquent youth and their families, distributed on a proportionate basis by population.

Takes effect July 1, 2015.
