Authorizes operation of low-speed four-wheeled electric vehicles (capable of 20-25 mph) on public roads and streets with posted speed limits of 35 mph or less, with allowance for crossing higher-speed roads.

Requires operators of low-speed vehicles to hold a valid driver's license.

Permits counties, municipalities, and the Mississippi Transportation Commission to prohibit low-speed vehicle operation on streets under their jurisdiction if determined to be a safety concern.

Exempts low-speed vehicle operators from licensing requirements when operating on private roads or golf courses.

Amends vehicle definition sections across Mississippi Code to include low-speed vehicles as motor vehicles subject to registration and road/bridge privilege taxes.
