Directs the Mississippi Department of Transportation to install, operate, maintain, and control traffic signal lights at the northernmost intersection of Mississippi Highway 18 and Mississippi Highway 27 in Hinds County, outside Utica city limits.

Places the traffic signals under the jurisdiction of the Mississippi Transportation Commission for construction and maintenance.

Declares the traffic signals to be part of the State Highway System of Mississippi.

Requires the state to bear the expense of installation and ongoing operations.

Takes effect July 1, 2015.
