Requires designation of insulin-dependent diabetes, hearing or speech impairment, intellectual disability, or autism spectrum disorder on driver's licenses and identification cards upon presentation of a letter from a licensed physician.

Applies to new, renewal, or duplicate driver's licenses, temporary driving permits, intermediate licenses, and commercial driver's licenses.

Applies to new, renewal, or duplicate identification cards issued by the Department of Public Safety.

Mandates the Board on Law Enforcement Officer Standards and Training to require at least 6 hours of education on mental health and behavioral issues in initial law enforcement certification and at least 1 hour in continuing education programs.

Training must teach officers to recognize behavioral characteristics of conditions such as autism spectrum disorder and other mental or medical conditions that may be mistaken as suspicious by untrained individuals.
