Changes placement of guide or warning posts on culverts from a mandatory requirement to a discretionary duty of the Mississippi Transportation Commission.

Modifies Section 65-21-1, Mississippi Code of 1972, to allow guide or warning posts "as deemed necessary" rather than requiring them on all culverts.

Maintains existing requirements that culverts be built to the full width of the roadway crown and applies the same discretionary standard to both sides of culverts.

Takes effect upon passage.
