Amends Section 19-29-17, Mississippi Code of 1972, to authorize railroad authorities to accept property by gift or donation in addition to existing acquisition methods.

Grants railroad authorities power to oversee rolling stock, engine cars, and railway equipment within their possession for purposes consistent with the chapter, including operation of passenger excursion lines.

Maintains existing restrictions that railroad authorities cannot levy taxes or special assessments unless otherwise specified, and cannot condemn railroad property without federal authorization of abandonment.

Takes effect upon passage.
