Commends Dr. Joseph S. Paul upon his retirement on June 30, 2015, after 21 years serving as Vice President for Student Affairs at the University of Southern Mississippi.

Recognizes Dr. Paul's 39-year career at Southern Miss, including his 2000 induction into the Southern Miss Alumni Hall of Fame and his motto to encourage students to "leave the university better than they found it."

Highlights Dr. Paul's major accomplishments including creation of the Luckyday Citizenship Scholars program and overseeing construction of multiple student facilities including the Payne Recreation Center, McCarty Residence Hall, Sorority Village, and student health center.

Notes Dr. Paul's mentorship spanning generations of students and alumni, with particular recognition from Dean of Students Dr. Eddie Holloway for his high standards, work ethic, and commitment to quality operations.
