Expresses Mississippi's profound regret for the state's role in slavery and apologizes for the wrongs inflicted by slavery and its aftereffects on African Americans.

Extends deepest sympathies and solemn regrets to enslaved persons and their descendants for deprivation of life, human dignity, and constitutional protections.

Encourages remembrance and teaching of slavery, Jim Crow laws, and modern-day slavery history to prevent these tragedies from being forgotten or repeated.

Specifies that the resolution shall not be used in or serve as the basis for any litigation.

Directs distribution of the resolution to state elected officials, higher education leadership, NAACP Mississippi Chapter, Southern Christian Leadership Conference Mississippi Chapter, and Capitol Press Corps.
