Proposes amending Article 4, Section 69A of the Mississippi Constitution to require the Legislature to enact a balanced budget for each fiscal year.

Total appropriations by the Legislature cannot exceed the estimate of total revenues available for expenditure during that fiscal year.

State General Fund appropriations cannot exceed the estimate of state general funds available for expenditure for that fiscal year.

Legislature must enact implementing legislation by general law to carry out these balanced budget provisions.

Proposed amendment scheduled for voter approval at the election on the first Tuesday after the first Monday of November 2015.
