Proposes constitutional amendment requiring legislature to enact state minimum wage law starting at $7.25 per hour with scheduled increases to $8.20, $9.15, and $10.10 over two years

Establishes separate minimum wage for tipped employees beginning at $3.00 per hour, increasing by up to $0.95 annually until reaching 70% of the non-tipped minimum wage

Defines tipped employees as those customarily and regularly receiving more than $30 per month in tips

Requires tipped employees' total compensation (base wage plus tips) to equal the state minimum wage for non-tipped employees

Proposes amendment submission to qualified electors at November 2015 election, effective immediately upon legislative adoption
