Requests that Congress call a constitutional convention under Article V of the U.S. Constitution for the sole purpose of proposing a balanced budget amendment to the Constitution.

Specifies that the proposed amendment would require total federal outlays to not exceed estimated federal revenues in any fiscal year, except during a national emergency.

Designates this application as a continuing request that will be aggregated with similar balanced budget applications from at least 21 other states to reach the two-thirds threshold required to call a convention.

Supersedes all previous balanced budget convention applications made by the Mississippi Legislature.

Directs copies of the resolution to be sent to congressional leadership, Mississippi's congressional delegation, and the U.S. Archivist.
