Proposes a constitutional amendment to the Mississippi Constitution of 1890 to authorize the Legislature to enact legislation allowing counties and municipalities to merge and consolidate into metropolitan governments.

Requires the Legislature to enact general law applicable to all counties and municipalities, and permits local and private law, prescribing the manner and procedure for municipal mergers with other municipalities in the same county, county consolidation, or combined county and municipal consolidation.

Authorizes legislation to establish the powers, duties, taxation authority, and governing structure of metropolitan governments, including the number and selection method of governing authorities and public officials.

Allows legislation to either maintain existing county offices and officials or abolish them and establish new offices and officials for the metropolitan government.

Scheduled for voter consideration on the first Tuesday after the first Monday of November 2015.
