Expresses Mississippi's support for transferring federal public lands to western states, arguing the U.S. Constitution does not authorize indefinite federal control over these lands

Calls on Congress to engage in good faith communication and cooperation with western states to coordinate the transfer of title to public lands

Recommends western states cede back to the federal government lands designated as national parks, wilderness preservation areas, and military reservations upon receiving the transferred lands

Urges that net proceeds from any sale of transferred public lands to private owners be used to pay down the federal debt

Directs copies of the resolution be sent to the U.S. Department of the Interior, Congressional leadership, Mississippi's Congressional delegation, and governors and legislative leaders of all 49 other states
