Proposes amendment to Mississippi Constitution to elect Governor by majority of popular votes cast in general election held first Tuesday after first Monday of November.

Eliminates the electoral vote system and requirement that Governor receive both majority of popular votes and majority of electoral votes to be elected.

Establishes runoff election between two candidates receiving highest number of votes if no candidate receives majority in general election, to be held three weeks later.

Repeals Section 141 which previously allowed House of Representatives to choose Governor from top two candidates if no candidate received required majorities.

Requires voter approval of proposed amendments at election on November 3, 2015, with ballot explanation stating amendment abolishes House election requirement for Governor.
