Commends Second Lieutenant Wellington G. Irving, a Tuskegee Airman from Belzoni, Mississippi, for his service and sacrifice during World War II.

Recognizes Irving's distinguished service as a pilot in the 301st Fighter Squadron, 332nd Fighter Group, United States Army Air Corps, graduating from flight training on December 5, 1943.

Honors Irving's death on July 18, 1944, near Kempten, Germany, while engaging enemy aircraft during a bomber escort mission; he was 11 days away from his 24th birthday.

Acknowledges Irving's heroic action diving on approximately 30 FW-190 enemy aircraft to protect bombers, after which he was never seen again and remains missing in action.

Directs copies of the resolution be provided to Irving's family and members of the Capitol Press Corps.
