Mourns the death of Mr. Norman Smith, who passed away on November 19, 2014, and commemorates his life and legacy in Greenwood, Mississippi.

Recognizes Smith's service as an educator and mentor in Greenwood and surrounding school districts, and as an instructor at Mississippi Valley State University.

Honors Smith's election in 1979 as one of the first two African-American Leflore County Constables, a position he held until 1999.

Acknowledges Smith's community leadership as a historian, civil rights activist, and member of the Elks Lodge, Greenwood Voters' League, and NAACP, including receipt of the National Civil Rights Library's 2012 Lifetime Achievement Award.

Extends condolences to Smith's family, friends, and students, and directs copies of the resolution be provided to his family and the Capitol Press Corps.
