Mississippi Legislature applies to Congress under Article V of the U.S. Constitution for a convention of states to propose amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and members of Congress.

Application may be aggregated with other states' applications addressing balancing the federal budget, limiting federal power and jurisdiction, or limiting terms of federal officials to meet the two-thirds state requirement for calling a convention.

Secretary of the Senate directed to transmit copies of the application to the President, Vice President, Speaker of the House, and all members of Congress from Mississippi, as well as to presiding officers of legislative houses in all other states.

Application constitutes a continuing application under Article V until legislatures of at least two-thirds of the states have submitted applications on the same subjects.

Recites that federal government has created excessive national debt, imposed unfunded mandates on states, and exceeded constitutional limits, necessitating state action to protect citizens' liberty and state sovereignty.
