Commends Mr. Edwin C. LeGrand III upon his retirement on June 30, 2014, after 40 years of service with the Mississippi Department of Mental Health, beginning as a direct care worker in 1974.

Recognizes LeGrand's career progression through various leadership roles including program director, school principal, director of the Hudspeth Regional Center (1982-1995), Director of the Bureau of Mental Retardation, Deputy Director, and Executive Director (January 1, 2007 to June 30, 2014).

Acknowledges LeGrand's accomplishments as Executive Director including expansion of community-based services, implementation of a recovery-oriented system of care, and improved access to crisis stabilization services.

Notes LeGrand's professional credentials including Certified Public Manager, Licensed Nursing Home Administrator, Licensed Mental Health/Mental Retardation Administrator, Certified Mental Retardation Therapist, and Certified Mental Health Therapist.

Directs that copies of the resolution be provided to Mr. LeGrand III and members of the Capitol Press Corps.
