Proposes an amendment to Section 201 of the Mississippi Constitution requiring the Legislature to provide by general law for establishment, maintenance, and support of an effective system of free public schools.

Serves as a legislative alternative to Initiative Measure No. 42 (a citizen-proposed initiative on public schools funding) for the November 2015 election.

Amendment adds language requiring "an effective system" of free public schools while removing conditional language that previously allowed the Legislature to prescribe conditions and limitations.

Directs the Secretary of State to submit the amendment to qualified electors at the first Tuesday after the first Monday of November 2015.

Establishes ballot language asking "Shall the Legislature be required to provide for the establishment and support of an effective system of free public schools?"
