Highlights Morgan's career progression, including positions at Mississippi Farm Bureau beginning in 1970 and his role with the Electric Power Associations of Mississippi starting in October 1988.

Acknowledges Morgan's leadership in establishing the Electric Power Associations of Mississippi as a recognized grassroots organization representing over 1.8 million Mississippians receiving electric cooperative service.

Directs copies of the resolution be furnished to Richard Morgan, the Electric Power Associations of Mississippi, and members of the Capitol Press Corps.
