Commends Robert (Bob) Owens of Jackson for his service as outgoing President of the Board of Trustees of State Institutions of Higher Learning, with his term concluding in May 2015.

Recognizes Owens' achievements during his tenure, including overseeing record diploma awards at Mississippi public universities, managing selection of two university presidents and a new Commissioner of Higher Education, and leading renewed fundraising efforts.

Notes Owens was initially appointed to the Board by Governor Haley Barbour in 2004 and previously served as Vice President of the Board.
